Can Arduino be flashed over USB after flashing via USBasp

So, if an Arduino was flashed via USBasp, can it then be flashed over USB? I specified the port for the UART config, but the log shows this:
Checking size .pio\build\UART\firmware.elf
Advanced Memory Usage is available via “PlatformIO Home > Project Inspect”
RAM: [===== ] 54.2% (used 1109 bytes from 2048 bytes)
Flash: [==========] 96.1% (used 30994 bytes from 32256 bytes)

Using manually specified: COM12
Uploading .pio\build\UART\firmware.hex

I can hear the board rebooting sometimes (it stops beeping), but it still won’t flash

Because you need to add a section for the COM port in platformio.ini. But if you have a programmer, there’s no real point in that

Yeah, I added it. Alright, I’ll dig out the programmer. I just figured USB would be easier)
