In theory, about 50% of people already have one, or another similar one, and there’s not much point in having several since it doesn’t support debugging.
In most of the materials, the requirement to have it is stated pretty clearly.
I’m saying all this as someone who didn’t have one and has nothing to do with the authorship of the project 
You could ship the Arduino already flashed, sure, but the programmer will probably still come in handy rather than not.
I think the documentation and GitHub have an easyeda project.

В теории у 50% людей он имеется, либо другой аналогичный, а несколько их иметь смысла мало, отладку он не поддерживает.
В большинстве материалов требование его наличия явно указано.
Это я все говорю как человек, у которого его не было и не имеющий отношения к авторству проекта
Отправлять сразу прошитую ардуину можно, конечно, но программатор все равно скорее пригодится, чем нет.
В документации и на гитхабе вроде есть проект на easyeda
